Changing timing belt

Ok, I'm following someone elses screw up. Replacing a timing belt, the spring on the belt tensioner, does it go on top or bottom of the stud to the right of the tensioner stud. Also the timing marks are aligned on the cams and crank, but I've noticed that the distributor rotor is not pointing directly at the no. 1 cylinder. Which I've been told is the top left to the rear of the engine. Any help will be greatly appreciated.

goto EM-17 and see the detailed pictures/diagrams on it
hint: also tells you the proper procedures in resetting the correct tension there
oh, it's above the stud
