Rim Center Cap won't fit

The center caps on my 1999 Villager won't fit on the front rims. There is a big bolt with a cotter pin in the center (not the five bolts that you use to remove the tire) that sticks out to much. The rear tires do not have this. Do the front center caps vary in size from front to rear or were there some mods done to my car?
